Anti-Corruption Agency Reviews 2021 International Reports on Kosovo

Director of the Anti-Corruption Agency (ACA), Yll Buleshkaj: “The reports published by United States and European Union institutions and renowned organizations with international expertise in the field of anti-corruption and transparency serve as a roadmap to the ACA in implementing its legal mandate.”

Following the publication of the US Treasury Department Report in December 2021, the Kosovo Report on Human Rights Practices prepared by the State Department's Office of Human Rights and Labor, and the Freedom House Report on Kosovo, the Anti-Corruption Agency (ACA) reviewed the sections of these reports on aspects related to the ACA’s scope of activity.         

Based on its legal mandate, the ACA examined whether any of the individuals listed as part of the Kosovo-based international organized crime highlighted in the US Treasury Department report are or have been senior officials in Kosovo in order to initiate verifications according to law.

While the Kosovo Report on Human Rights Practices highlights the mandate of the Anti-Corruption Agency to fight corruption and increase the transparency of the high-level public sector, the same report confirms the concerns that the ACA has had over the years about non-punishment of officials who have violated the law.

The Freedom House Report on Kosovo also highlighted the ACA's concerns about the need for better coordination of institutions with a mandate to fight corruption in Kosovo.

The Director of ACA, Yll Buleshkaj, underscored that “the reports published by United States and European Union institutions and renowned organizations with international expertise in the field of anti-corruption and transparency serve as a roadmap to the ACA in implementing its legal mandate.”
